Project title: Energy auditing and compiling of tendering documentation of the Ministry Building

Short description of the project

We completed the energy certification of the Ministry building in Budapest, Akadémia street 3, investment proposals, return calculations, tendering of suppliers for the chosen investments, finalizing tender appendix, and framing the complete tender documentation for a budget of 190 million HUF.

 The project

 The establishment at Akademia Street 3, built in 1836, is the home of the Department of Human Resources. Based on a previous audit and certification of the national monument, we reviewed the energy bills, metering system, and machinery equipment, and thereby revealed the opportunities for energy savings. In the case of the respective development alternatives, we assessed the potential physical obstacles, the expected costs and preliminary cost-return indicators. The return calculations summarized the level of savings that could be anticipated from the different development options, and the value of the respective investments. In the course of outlining the final investment proposal, a key factor was ensuring the compliance with the strict monument conservation rules, and to overhaul the malfunctioning system elements in order to meet the complex tendering criteria. After discussing the details with the architectural and engineering colleagues, different tasks were precisely clarified and all documentation could be finalized. Through gaining additional funds, the investment was expanded with further elements, and necessary adjustments to the documentation was made.
Due to the thorough preparation phase, the application successfully won the required amount without any additional excuse or request for completion. After a long period of administrative work at the authorities (public procurement), construction phase was completed in the spring of 2015. Finally, the closing audit report was prepared following the certification process of the construction works.

Developments implemented
• Replacing or refurbishment of doors and windows – taking into consideration the need for historic preservation.
• Modernization of the heating system.
• Installation of a solar heating system.
• Installation of a Photovoltaic system /17,5kW/.
• Modernization of the lighting system of one of the main ceremonial halls of the building.

 Outcome

Energy rating of the building has been improved due to the investments, from “E” to “C”. Based on the calculations this has resulted in a total energy saving of 1500 gigajoules, which means an approximately 30 per cent saving rate from total energy consumption on a yearly base.
